Owners of electric cars will pay up to 122 thousand rubles for a recycling fee

Owners of cars with electric motors will have to pay a recycling fee, the amount of which may be 122,000 rubles. This was reported to Rossiyskaya Gazeta by the press service of the Federal Customs Service (FTS).

"Depending on the date of production of the electric vehicle, the amount of the recycling fee payable is 32,600 rubles - for new electric vehicles, 122,000 rubles - for electric vehicles, from the date of issue of which more than three years have passed," the department noted.

The Customs Service added that the base rate for calculating the size of the recycling fee is 20 thousand rubles.

As explained in the department, the recycling fee is charged in accordance with the clarifications of the Ministry of Industry and Trade of Russia in relation to vehicles with electric motors imported by individuals for personal use, with the exception of vehicles with a hybrid power plant.

When calculating the amount of the recycling fee, the coefficients provided for by the list approved by the government are applied. In particular, a coefficient of 1.63 is applied for new vehicles, 6.1 - for vehicles, from the date of issue of which more than three years have passed.

According to auto expert Igor Morzharetto, such fees, of course, have a negative impact on the used car market. The cost of an electric car with mileage averages up to about 1 million rubles. An additional 120 thousand rubles in this case is quite a significant amount for the car owner, the expert emphasizes. "The utilization fee, to be honest, is only in name. It was once introduced in order to limit the entry of used trucks into the market," he said.

According to the expert, the problem of recycling electric cars will sooner or later make itself felt. Some money will have to be allocated for the disposal of these cars, but for now they go to the budget from fees. “By the way, the tax does not apply to the hybrid. I don’t know why,” Morzharetto is surprised.

For example, in China, both electric vehicles and hybrids are in the same group. Accordingly, buyers receive a variety of benefits from their purchase, the expert points out. And in our country, hybrids generally turned out to be on the sidelines due to some peculiarities of our customs legislation, he adds.

Meanwhile, in Russia, as in other countries, they are stimulating the spread of electric vehicles. In the summer of 2020, the government included electric vehicles in the state program of preferential car loans. Families with children, healthcare workers, and those buying their first regular car can get a 10% discount. For residents of the Far East, the discount is 25%.

In March 2023, owners of electric cars received the right to free travel on toll federal highways. These preferences are introduced as an experiment. It will last until the end of the year and is designed only for personal vehicles.
